Great to finally see an article that makes all this fairly clear and easy to digest. =) I was worried about tax breaks being linked to cultural significance, incase it showed the government not understanding gameplay, but approaching it as if it was just about the graphics, plot, or setting, as it is with film, but hearing how loose this could potentially be, or how the cultural significance could simply be that the staff are based in the UK, gives me hope it won't be a complete waste. I fear however, the majority of british development talent is already overseas, =P. Am also wondering if it matters so much anymore? There's something to be said for having a global perspective.
